Unlike Texas neighbors New Mexico, Colorado, Oklahoma, Arkansas and Louisiana, Texas has no registration or licensing requirements for roofing contractors. Anyone with a business card and a hammer can call himself a roofer, making the Lone Star State a haven for rip-off contractors, according to state Rep. Kenneth Sheets. His bill would allow roofers to voluntarily join a state registry that consumers could check for evidence of insurance, a physical address, and contact information. Sheets says he has heard from many consumers who pay for roofing that is not completed, or can't get contractors to come back to their homes and repair shoddy work or honor warranties. Sheets expects an uphill fight in the legislature. And the head of the Roofing Contractors Association of Texas says the plan doesn't go far enough. Instead, Dan Pitts wants roofers to be licensed.
